Scouter warrants issued prior to 1925 were issued and signed by B-P. In 1925, after the establishment of the "Boy Scout International Bureau", today's WOSM World Scout Bureau, warrants were reissued for the active Scouters in the name of the World Bureau (BSIB) and signed by the incumbant Secretary General.
